I would like to see a federal agency that has the sole duty and authority to police all of the other offices and personnel within the executive branch. They would not have any law enforcement authority over the citizenry, just other law enforcers. As a model for this, I look to the military's C.I.D. The CID is just like the FBI except they only have jurisdiction within the military. If we had an agency modeled after the CID maybe Waco and Ruby Ridge wouldn't have happened.
If only it were that easy! We already know that the corruption in the federal government runs all the way up to and including the US Attorney General (remember Janet Reno?) and the FBI (the events surrounding the Waco massacre are still being covered up). It also includes a large slice of the federal judiciary, insuring that inconvenient players can be locked away and that nobody can begin dismantling any of the stonewalls by way of a lawsuit.
Given those facts, what are the chances that any watchdog agency would 1) be created and 2) remain free of the corruption? Slim to none.
The only real answer is the one envisioned by our founding fathers, where the powers of government are few and carefully limited and divided, and most powers reside with individuals and private associations, and where any new accession of government power must by ratified by a constitutional change.
Even this is not a sufficient safeguard. Defensive measures alone hardly ever prevail. The price of liberty is eternal vigilance by individual informed citizens to prevent the slow growth of insidious control by elites. Once those elites are firmly in the saddle, as today, only massive destruction, usually from without, can shift them.
